Frances Louise Millsap Cowart, 88, of Dawsonville, died Jan. 13, 2016. She was born in Fulton County, one of four children of Vincent and Clessie Millsap. Frances grew up in Fulton County, where she graduated as valedictorian from South Fulton High School in 1945.
