ADVERTISEMENT FOR BIDDERS
Sealed Bids will be received by the Etowah Water and Sewer Authority, 1162 Highway 53 East, Dawsonville, Georgia 30534 until:
2:00 P.M., Local Time on December 11, 2007
for the Project known as:
Etowah Water & Sewer Authority
Land Application System Expansion to 1.0-mgd
at which time and place the proposals will be publicly opened and read aloud. Proposals received after the designated time will not be considered and returned unopened. The OWNER of the project is the Etowah Water and Sewer Authority. The ENGINEER for the project is Infratec Consultants, Inc.
A mandatory pre-bid conference will be held at the Etowah Water & Sewer Authority Office, 1162 Hwy. 53 East, Dawsonville, GA 30534, at 1:00 P.M. Local Time on December 4, 2007. Representatives of Owner and Engineer will be present to discuss the Project. Bidders are required to attend and participate in the conference. Engineer will transmit to all prospective Bidders of record such Addenda as Engineer considers necessary in response to questions arising at the conference. Oral statements may not be relied upon and will not be binding or legally effective.
The Project generally consists of the following major items:
The expansion of the Etowah Water & Sewer Authority's existing Land Application System to 1.0-mgd consisting of six new sprayfields, transmission mains, a new booster pump station and modifications to an existing irrigation pump station. Also included is all associated site/civil, electrical, instrumentation and controls and other associated work.
Bidders shall inform themselves concerning Georgia Laws and comply with same.
Bidding Documents may be obtained from the issuing office, Infratec Consultants Inc, 1301 Hightower Trail, Suite 130, Atlanta, Georgia 30350, upon payment of $200.00 for each set of documents. Return of the Documents is not required, and the payment is non-refundable. The OWNER is not obligated to consider a bidder's proposal, if bidder is not on record with the issuing office as having received complete Bidding Documents.

The time allowed for Substantial Completion is 270 days, and the time allowed for completion and readiness for final payment is 300 days from the date of commencement.
Each Bid must be accompanied by a Bid Bond with good and sufficient surety or sureties approved by the owner for faithful acceptance of the contract, payable to, in favor of, and for the protection of the OWNER in an amount equivalent to five percent (5%) of the total amount payable by the terms of the contract or, in lieu thereof, a certified check, cashier's check, or cash in equal amount.
The successful bidder will be required to furnish the necessary additional Bond(s) as described in the Bidding Documents.
All Bids will remain subject to acceptance for sixty days after the day of the Bid opening, but OWNER may, in its sole discretion, release any Bid and return the Bid security prior to that date.
The Owner reserves the right to reject any or all Bids, to waive informalities and re-advertise.
Only pre-qualified bidders will be allowed to bid on this project. Any prospective bidder, who has not already pre-qualified with the Etowah Water and Sewer Authority under the Water & Sewer 24" and Smaller category will be required to submit the required application package (Statement of Bidder's Qualification) to the ENGINEER along with his request and payment(s) for bidding documents. Prospective bidders who have not previously qualified can obtain the pre-qualification application package by contacting Mr. Tyler Hewitt of Infratec Consultants, Inc. at 678-990-2474 or by faxing a request to 678-990-2469 Attention: Tyler Hewitt. The criteria for pre-qualification include, but are not limited to:
1. Evidence of experience and successful completion of projects similar in scope to this project in the past five years.
2. The current officers and directors of the firm.
3. Evidence of current financial condition and other resources of the firm to complete the work on schedule.
4. Evidence of insurance and current bonding capacity of the firm.
5. Litigation history of the firm.
Prospective bidders will be notified of the pre-qualification determination within one (1) week of receipt of a complete application; those who qualify will be allowed to submit a sealed proposal package.
Before a Contract will be awarded for the work proposed herein, the Owner will conduct such investigations as is necessary to determine the performance record and ability of the apparent low Bidder to perform the size and type of work specified under this Contract. Upon request, the Bidder shall submit such information as deemed necessary by the Owner to evaluate the Bidder's qualificaitons.

PUBLIC HEARING
The City of Dawsonville is considering applying to the Georgia Department of Community of Affairs for a Community Development Block Grant - Employment Incentive Program funding of up to $500,000. These funds must be used to primarily benefit low and moderate-income persons.
The activities for which these funds may be used are in the areas of housing, public facilities, and economic development. More specific details regarding eligible activities, plans to assist displaced persons (if any), the estimated amount of funds proposed to be used for activities to benefit low and moderate income persons, and a rating system will be provided at a public hearing which will be held at Dawsonville City Hall on Tuesday, December 18, 2007 at 12:00p.m.
The purpose of this hearing will be to obtain citizen input into the development of the application and to review progress on the previous CDBG grant (if applicable). Persons with special needs relating to handicap accessibility or foreign language should contact Steve Holder, Planning Director 706-974-0431 prior to December 18, 2007. This person can be located at the Dawsonville City Hall, 415 Hwy. 53 East, P.O. Box 6, Dawsonville, GA 30534 between the hours of 9:00 a.m. through 4:00 p.m. Monday through Friday, except holidays.
